By law they must have a flight plan (VFR - visual flight rules or IFR - Instrument Flight Rules). ATC will be asked to destiantion your flight plan with the airport one final check and review, will be guided by the air traffic controllers vairous on the way to your destination. Here is a sample dialogue:
